How do you find out codes in sewers?

I went to the sewer behind the apartments and found out codes. The codes are huge mystery's and they are really confusing I have tried for over 4 hours and haven't found one. I have written down every one I have tried. They feel impossible. It would be very helpful if you had a clue or two for me.

The first one requires you to level up in police to detective. Then you get a camera and scuba gear. Then you swim around in the lake at the camp, take a picture of the sewage pipe. Take it to the chief then he gives you a code

For the next code, go into the pump room and wait there till 9:00 pm in the game. If you can't tell time you might need a watch. You can win one from the arcade in the city. When the time is 9:00 pm the boss in the sewers arrives. They talk to each other and one of them says "I can't remember the code to the storage room. What is it again?" Then you get the code. I'm not sure about the other codes but the one in rcorp is 3371 for everyone. All codes except that are DIFFERENT FOR EVERYBODY. They are R A N D O M I Z E D.
